Escalating Clashes and Ceasefire Instability on the Thailand-Cambodia Border
Tensions along the Thailand–Cambodia border have erupted into repeated ceasefire violations, deadly clashes and a flurry of diplomatic efforts.
The Royal Thai Army’s 2nd Army Area Regional Command reported that after midnight Cambodian forces repeatedly breached the ceasefire along the border, launching disturbances and weapon attacks near Chong Bok, Chong Anma, Sam Tae, Prasat Ta Kwai and Phu Ma Kheua.
The Thai Army deployed frontline units and defensive weapons to protect national sovereignty and adhere to international norms. Cambodian aggression forced both sides to postpone a scheduled meeting between their military leaders indefinitely.
On July 24, fighting near the Preah Vihear temple intensified.
A satellite analyst at the Australian Strategic Policy Institute attributed major responsibility to Cambodian forces. Thailand’s government tallied 51 civilian victims—14 killed—and 111 military casualties, including eight fatalities. Authorities stepped up evacuations and relief operations in the affected communities.
During a July 27 phone call, US President Donald Trump praised Thailand’s diplomatic efforts to broker a ceasefire between Cambodia and the opposing forces.
ASEAN leaders, led by Malaysian Prime Minister Anwar Ibrahim, announced progress in negotiations and secured an unconditional ceasefire that took effect that day. Despite the agreement, tensions along the border remained high.
On July 29, Lieutenant General Boonsin Phadklang, commander of Thailand’s 2nd Army Region, met in Surin Province with the deputy commander of Cambodia’s 4th Military Region.
They agreed on a seven-point framework: declare an immediate ceasefire; ban any firing at civilians; halt troop reinforcements and movements; return injured and deceased personnel to each side; establish a four-member joint coordination team; conduct joint patrols in sensitive areas; and reconvene after the General Border Committee meeting on August 4, 2025.
Despite the ceasefire’s start, hostilities flared near Sisaket province, with reports of gunfire and grenade attacks.
Following Cambodian shelling with heavy and guided munitions, Thai forces launched counterstrikes and saw 18 Cambodian soldiers surrender near Sam Tae. The Thai Army reported that it treated the detainees humanely, providing food, water, clothing and medical care in line with international humanitarian law.
Social media outlets in Cambodia claimed frontline troops suffered severe shortages of food and water, which undermined morale and led to mass surrenders.
Cambodian Prime Minister Hun Manet’s wife denied these reports, asserting that troops remained adequately supplied, though she offered no supporting evidence. Analysts contend that logistical challenges significantly weakened unit cohesion and prompted the prisoners’ decision to capitulate.
Thailand’s Foreign Minister Maris Sangiampongsa notified Malaysia, the United States and China—signatories to the ceasefire agreement—of the renewed violations.
None of these partners has issued a public response so far, but diplomatic monitoring continues as both Thai and Cambodian forces stay on high alert.
Amid growing mistrust after the resurgence of violence, the ceasefire’s future remains uncertain.
The 18 surrendered Cambodian soldiers remain in Thai custody pending legal and diplomatic procedures, while authorities plan to repatriate two deceased Cambodian soldiers with full respect. Regional leaders now face heightened pressure to sustain dialogue and prevent further escalation.
To mitigate security risks, the Civil Aviation Authority of Thailand imposed an immediate ban on all drone flights—recreational and commercial—over 14 high-risk provinces: Chanthaburi, Trat, Buri Ram, Surin, Nakhon Ratchasima, Prachin Buri, Sa Kaeo, Lopburi, Si Sa Ket, Ubon Ratchathani, Nakhon Sawan, Chai Nat, Phetchabun and Phichit.
IMPACT ANALYSIS
From this Development, various impacts could cascade through the system, to a lesser or greater extent, depending on the severity and criticality of the shocks.
BOTTOM LINE
Repeated ceasefire breaches by Cambodian units have thinned Thai patrol coverage along multiple frontier points, enabling arms smugglers to move more weapons across the border, which in turn drives up the frequency of armed engagements and pushes fatality counts higher among both combatants and civilians.
Fierce clashes around Preah Vihear temple have triggered large-scale civilian evacuations, swelling the number of internally displaced persons who now depend heavily on emergency food, shelter and medical relief and face a growing wave of trauma, depression and anxiety without sustained psychosocial support.
The mass surrender of Cambodian soldiers underlines serious logistics and morale breakdowns in Cambodia’s 4th Military Region, undermining professional discipline within security forces and casting doubt on disarmament and reintegration initiatives, thereby making any ceasefire agreement more fragile and increasing the chance of renewed hostilities.
The blanket ban on drone operations across 14 border provinces has stripped Thai commanders of vital surveillance and precision-strike capabilities, forcing a costly surge of ground troops into high-risk areas, driving up defense outlays as a share of GDP and thereby placing additional pressure on the national budget.
Persistent violations of the truce are eroding ASEAN and partner-nation confidence in coordinated border-security exercises, weakening interoperability with U.S., Chinese and Malaysian forces, which in turn chills investor sentiment and prompts capital to flow toward more stable markets, leading to postponed or canceled FDI projects in eastern Thailand.
